ADUs and Garage Conversions That Get Permitted

California's ADU laws have made garage conversions and accessory dwelling units the highest-ROI project available to most single-family property owners in Los Angeles County. Under AB 2221 and SB 9, you can add a legal, rentable unit to your lot with fewer setback restrictions and faster approval timelines than ever before. Atomic Renovations handles the full scope: detailed quotes, expedited architectural drawings, permit submission, and construction from demo through finish. If you're sitting on a detached garage or an underused backyard footprint, the window to act is open right now. Request an estimate and we'll tell you exactly what your property can support.

A garage conversion isn't just a framing job. It requires a zoning review of your parcel, a confirmed utility separation plan, proper insulation to residential code, egress-compliant windows, and finished ceiling heights that meet habitable space requirements. The difference between a conversion that passes final inspection and one that doesn't usually comes down to whether the drawings were done correctly before a single wall went up. We produce project engineering documentation that holds up through plan check, not just looks good on paper. Cost varies significantly based on the existing structure's condition, whether you need a full foundation upgrade, your finish level, and how your jurisdiction handles ADU permitting fees. Every job is different, contact Atomic Renovations for an accurate estimate.

California ADU Law

What AB 2221 and SB 9 Actually Allow Actually Allow

The legal landscape shifted in 2020 and again in 2023. Most homeowners don't know how much it changed in their favor.

Before 2020, converting a garage to a habitable ADU in LA County could take two years and cost as much in permitting fees as the build itself. That's no longer the situation. AB 2221, which took effect in 2023, requires local jurisdictions to approve ADUs ministerially, meaning no discretionary hearings, no neighbor objections, no planning commission vote. If your drawings meet code, the permit must be issued. SB 9 went further and allows lot splits on most single-family parcels, opening the door to second primary units, not just ADUs. What this means practically: a detached garage on a standard South Bay lot is very likely convertible to a legal, rentable studio or one-bedroom unit. The question isn't whether you can build. It's whether your drawings and contractor are ready to move through plan check without corrections. We've built our process around that specific bottleneck.

Our Process

How We Run an ADU Project From Start to Finish

Most ADU projects fail or stall because the homeowner is managing three separate vendors: an architect, a permit expediter, and a GC who shows up after the permit is already pulled. We don't operate that way.

  1. 01

    Estimate and Site Assessment

We review your parcel, existing structure condition, and target use before we quote anything. A garage with a cracked slab and rotted bottom plates needs a different budget than one with a solid foundation. You get a detailed scope and cost analysis upfront, not a surprise mid-project.

  2. 02

    Drawings, Permits, and Plan Check

We produce the architectural drawings in-house and submit directly to your jurisdiction. Expedited drawing turnaround means you're in plan check faster than the typical six-to-eight-week wait with an outside architect. We respond to plan check corrections ourselves. You're not chasing a separate designer to fix comments.

  3. 03

    Build Through Final Inspection

Once the permit is issued, construction starts under the same contractor who drew the plans. We schedule inspections, manage the punch list, and carry the project through final sign-off. The city inspector signs off on our work. That's the only quality metric that actually protects your investment.

Garage Conversion vs. New ADU Construction New ADU Construction

Homeowners often ask whether to convert an existing garage or build a detached ADU from scratch. Honestly, the answer depends on your lot, your budget, and what you need the unit to do. One question comes first, though: this page is for a permitted, rentable unit. If you just want more living space, not a rental, converting the garage into a bedroom, office, or den for your own household is a lighter-scope garage conversion for living space, not an ADU. For an actual ADU, a garage conversion is almost always faster to permit and cheaper to build than a ground-up unit because the footprint already exists and you're not breaking new ground. That said, if your garage is a single-car structure with a low ceiling height or a compromised slab, you may be better served by a ground-up build on an unused portion of the lot. We'll tell you which path makes sense for your specific parcel before you spend a dollar on drawings. We won't push a more expensive scope just because it's a bigger job. Get the comparison in writing before you commit to either direction.

Common ADU Conversion Mistakes That Fail Inspection

01

Drawings That Don't Match the Field

Plan check approves the drawings. The inspector approves the field. When those two don't match, you get a failed inspection and a stop-work order. We build from our own drawings, so what's on paper is what gets built.

02

Ceiling Height Below 7 Feet

California habitable space requires a minimum 7-foot finished ceiling height. Some garages sit at exactly 7 feet of rough height, which means zero room for drywall. We measure this before the drawings are done, not after framing is complete.

03

No Separate Electrical Service

An ADU needs its own sub-panel and metering path. We don't do electrical work ourselves, but our drawings specify the electrical scope clearly so your licensed electrician has a clean set of plans. Vague drawings create expensive field decisions.

04

Egress Windows Sized Wrong

Every sleeping room in a California ADU requires a code-compliant egress window: minimum 5.7 square feet of net clear opening. Get this wrong and the bedroom can't be permitted as a bedroom. The window and door scope has to be specified in the drawings, not figured out during framing.

ADU Conversion Questions, Answered Directly

How long does a garage conversion ADU permit take in LA County?
Plan check for a standard garage conversion ADU in LA County typically runs four to eight weeks for an initial review, with one to two rounds of corrections before approval. Jurisdictions that have adopted ministerial ADU approval under AB 2221 cannot legally hold the permit beyond this window once your drawings are complete and code-compliant. Expedited drawing production is the variable you can control, we turn drawings faster than a typical outside architect, which gets you into plan check sooner.
Does converting a garage to an ADU require a new foundation?
Not always. If your existing garage slab is structurally sound and at an appropriate elevation relative to grade, it can often be used as-is with added perimeter reinforcement. The problem is that most garage slabs were poured without the rebar density required for habitable occupancy. A structural assessment tells you before demo starts whether you're retrofitting the existing slab or breaking it out.
Can I rent out an ADU in LA County while living in the main house?
Yes. A permitted ADU is a legal separate dwelling unit and can be rented on a standard lease. California law prohibits owner-occupancy requirements on ADUs in most jurisdictions through 2025, though local rules vary and some nuances exist around short-term rentals. A permitted unit also means you're operating within code, which matters when a tenant files a complaint or you go to refinance the property.
What's the difference between a JADU and a standard ADU for a garage conversion?
A Junior ADU (JADU) is limited to 500 square feet and must be within the existing structure's walls. A standard ADU can go up to 1,200 square feet (or 50% of the primary dwelling, whichever is less) and can include additions beyond the garage's original footprint. JADUs are simpler to permit but limit your rental potential. If your garage is under 500 square feet, a JADU may be the faster path. We'll walk through both options during the estimate.
Do I need separate utilities for a garage conversion ADU?
California allows ADUs to share utilities with the primary dwelling, but a separate utility connection is required if the ADU has its own meter. In practice, most lenders and tenants prefer separately metered units. Your local utility's connection fee and the cost of trenching a new service line are real line items in the project budget. We factor utility separation into the project cost analysis before you commit to a scope.
What permits are required for a garage-to-ADU conversion?
A garage conversion to habitable space requires a building permit, and in most LA County jurisdictions also triggers a fire safety review and energy compliance documentation (Title 24). If you're adding square footage beyond the original garage footprint, you'll need a grading or site plan review as well. We handle the full permit package from architectural drawings through construction safety documentation. You don't manage separate consultants.
